As a Senior Digital Finance Specialist, your primary focus will be on assessing and advancing digital finance development for financial inclusion and capital market development across Asia and the Pacific. You will identify gaps and opportunities for intervention, conduct research on emerging digital finance technologies, regulatory frameworks, and financial inclusion strategies, and develop tools and frameworks to enhance digital maturity and address development challenges. You will collaborate with governments, financial institutions, and other stakeholders to support policy development, promote best practices, and implement digital finance solutions. Additionally, you will lead the piloting of new technologies, such as supervisory technology and digital identity, to improve access to finance and financial health, particularly for underserved populations.
Responsibilities
- Research and identification of projects where digital financial technology services can be integrated to expand access to finance and promote financial and social inclusion.
- Prepare accurate and timely reporting on digital finance projects and activities that enable informed decision making and consistency of information presented to stakeholders.
- Support policy dialogue on the establishment of financing frameworks and related policies to promote adoption of global best practices in the area of digital financial technology services; Provide strategic advisory services to relevant stakeholders on digital finance and transformation.
- Contribute to sovereign or non-sovereign client engagement initiatives and develop partnerships with key actors in relevant government ministries or private sector entities to promote digital transformation interventions for developing member countries in the region.
- Collaborate and contribute within the Finance Sector Office, other sector and thematic groups, as well as with operational and other sectoral departments in the area of digital financial technology services.
- Maintains communications with and represents the Financial Sector in meetings with senior level government staff within the finance sector.
- Lead and support regional financial cooperation in ASEAN, subregional cooperation groups, and other regional fora.
- Coach and mentor teams and individuals within the Financial Sector, and across the department, as necessary, to ensure their on-going learning and development.
- Supervise the performance of assigned staff, providing clear direction and regular monitoring and feedback on their performance.
- Perform other duties as may be assigned and reflected in staff’s workplan.
- Develop and deliver capacity building programs and knowledge products to enhance skills on digital financial technologies within ADB and for stakeholders of developing member countries.
- Represent ADB at speaking engagements in external conferences and events and serves as a liaison to industry standard setting bodies.
- Contribute to the preparation of briefing notes, speeches and other documentation as required to support management participation in regional and global platforms related to digital financial technology services.
Education:
A Master’s degree in information technology, finance, business administration, or relevant fields; or a university degree in related fields combined with at least 5 years of additional relevant professional experience in digital banking, fintech services, or consulting in the finance sector.
Work experience:
- At least 10 years of combined professional experience in digital financial technologies, including digital banking and payments, decentralized applications, distributed ledger technology, artificial intelligence, digital assets, cloud computing, supervisory technology, technology risk management, and/or climate/green fintech. A background in digital finance product development and management is desirable.
- Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
- Demonstrable experience in addressing emerging market development issues, delivering high-value and complex digital transformation projects in the finance sector within a matrix capacity, and working with technology and management solution vendors and partners.
