JOB DESCRIPTION
Organization Mission
The Resident Coordinator system is part of the UN Secretariat as of 1 January 2019. Today, 130 Resident Coordinators lead 132 Resident Coordinator’s Offices worldwide, servicing 162 countries and territories. Resident Coordinators are supported by five core professional staff in their offices:
– Head of Resident Coordinator”s Office
– Economist
– Data, monitoring and reporting officer
– Partnership officer
– Communication and Advocacy officer
Resident Coordinator’s Offices may host additional capacities, depending on the needs and priorities in country. These include, for example, Gender Advisors and/or Peace and Development Advisors. Representatives of UN agencies may also be hosted in the Resident Coordinator’s Office, when the agency doesn’t have its own office in the country.
In multi-country offices, where one Resident Coordinator and his/her team service two or more countries and territories, a Coordination Specialist is in place in those countries where the Resident Coordinator does not reside. This ensures that every country can count on easy and timely access to the UN offer.
Context
Cabo Verde”s Framework for Sustainable Development Cooperation 2023-2027 (UNCF 23-27) guides the planning and implementation of products set out in the Joint Work Plans, which are presented to the Government during annual Steering Committees. The drafting of the JWP involves national counterparts and is signed by the Minister of Foreign Affairs. In 2023 and 2024, the JPW presented advances that contributed to the sustainable development of the country.
In 2025, with the arrival of the third year of implementation of the UNCF, the UNCT considered it pertinent to carry out a review of the performance of the UNCF 2023 – 2027, even though there is no formal request for a mid-period review. To this end, the UN Monitoring, Evaluation, Reporting and Learning (MERL) group was activated in order to advise the Resident Coordination Office to carry out this exercise.
