Position Summary
The MEAL Officer will be responsible for developing and implementing a robust monitoring and evaluation framework for the “Strengthening Women’s Rights Organizations and WPS Networks to Advance Equality in Iraq” project. The role involves designing tools, tracking project performance, ensuring data quality, conducting assessments, and supporting evidence-based reporting to enhance project learning, accountability, and impact.

Qualifications & Preferred Skills

Key Responsibilities
· Develop and implement the project’s MEAL framework, including indicators, data collection tools, and performance tracking systems.
· Conduct baseline assessments, mid-term reviews, and end-line evaluations in coordination with project teams and partner WROs.
· Monitor progress against the project logframe and theory of change, providing regular analysis of outputs, outcomes, and impact.
· Lead the design and rollout of feedback and accountability mechanisms for beneficiaries and partners.
· Oversee the collection, cleaning, analysis, and storage of quantitative and qualitative data from all project activities.
· Prepare timely and accurate MEAL reports for internal review and donor submission, including success stories and lessons learned.
· Ensure proper documentation and archiving of MEAL evidence, including surveys, meeting records, reports, and visuals.
· Support learning sessions, reflection meetings, and adaptive management processes to inform strategic decisions.
· Coordinate with the Communications Officer to provide data for visibility materials and advocacy campaigns.
Required Qualifications
· Bachelor’s degree in statistics, development studies, or another relevant field; Master’s degree is an asset.
· Minimum of 4 years of experience in MEAL roles within NGO, UN, or donor-funded programs.
· Strong knowledge of project cycle management, logical frameworks, and theory of change.
· Demonstrated experience with data collection tools, analysis software (e.g., Excel, KoboToolbox, Power BI), and qualitative methods.
· Proven experience in inclusive and participatory MEAL approaches.
· Ability to translate M&E findings into practical recommendations and action points.
· Fluency in Arabic and Kurdish is required; English proficiency is strongly preferred.
· Willingness to travel across Iraq.
