UN-Habitat promotes urbanization as a positive transformative force for people and communities, reducing inequality, discrimination and poverty.  This position, based in the Regional Programme Division in Istanbul, Türkiye.   The Regional Programme Division ensures UN-Habitat’s field activities align with the UN-Habitat Strategic Plan, the 2030 Agenda for Sustainable Development, and future priorities, while adapting to country contexts in close alignment with the UN reform and GA A/RES/72/279.  The position will support UN-Habitat’s mandate in Eastern Europe and Central Asia, focusing on the Regional Programme Division’s future work, the Pact of the Future, and SDG localization. The successful candidate will collaborate with governments, civil society, and stakeholders to align national priorities with global frameworks, advancing sustainable urbanization per the 2030 Agenda.

Responsibilities

  • Carries out basic research on selected aspects of programmes, operations and other activities, related to Central Asia and Eastern Europe, including collecting, analyzing and presenting statistical data and other information gathered from diverse sources.
  • Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends in Central Asia and Eastern Europe.
  • Assists in performing consulting assignments, in collaboration with the client, by planning, facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications that relate to Central Asia and Eastern Europe.
  • Provides administrative and substantive support to consultative and other meetings/ conferences, propose agenda topics, identify and propose participants, prepare background documents and presentations, handling logistics.
  • Undertakes outreach activities; participates in the development of training workshops/seminars; participates in and makes presentations on assigned topics/activities.
  • Participates in field missions, including provision of substantive and administrative support and data collection.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, programme budget).
  • \Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education:

  • Advanced university degree (master’s degree or equivalent) in social science, Urban planning, Architecture, Engineering, International relations, Economics, Urban Development, or a related field is required.
  • A first-level university degree in combination with two (2) additional years qualifying experience may be accepted in lieu of the advanced university degree. 
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience:

  • A minimum of two years of progressively responsible experience in socio economic development, policy analysis, sociological research, architecture, urban design and graphic design or related area is required.   
  • Experience in urban development, research and policy analysis at the local, national and international levels is required.   
  • Experience in conducting policy reviews and preparation of policy recommendations for decision makers is required.   
  • Experience in analyzing, drafting, reporting, summarizing and presenting large quantities of statistics on urban issues using relevant computer software is desirable.   
  • Experience in using digital platforms and tools for public participation and stakeholder engagement within human settlements planning is desirable.   
  • 1 year or more of experience in data analytics or related area is desirable (none if successful YPP or P-1 with a related degree).

Languages:

  • English and French are the working languages of the United Nations Secretariat.
  • For the position(s) advertised, fluency in English is required. Knowledge of Russian is desirable. 
  • Knowledge of another official United Nations language is desirable
